Level and Prerequisites: This basic course will be open to veterinarians actively interested in the laws and rules governing the practice of veterinary medicine in Florida.
VIN CE Course: Open to VIN members only. This course does not qualify for AAVSB RACE approval. This course has been approved for veterinarians by the State of Florida Department of Business and Professional Regulation Board of Veterinary Medicine and fulfills the 2-hour requirement for Laws and Rules in Florida. Course Description:
This course explores the laws and rules governing the practice of veterinary medicine in Florida and gives a basic overview in a modular format. The course begins with licensing, educational requirements, and scope of practice. The veterinarian-client-patient relationship as well as requirements related to medical records will be discussed. Permits, inspections and minimum standards of practice will follow. A brief overview covering advertising applications will be determined. Wellness and impairment of veterinarians will be discussed as well as the opioid crisis. The course ends with an overview of associated violations and penalties. This course focuses heavily on F.S. 455, F.S. 474 and Chapter 61G18.

This course will consist of 3 non-interactive modules. Modules will include videos, handouts, and a quiz. At the end of the course there will be an end-of-course test and a course evaluation.

To earn a certificate of completion, the participant must attain a score of 80% for each module quiz and for the end-of-course test. Completion of all 3 modules (videos, reading handouts, quizzes, and end-of-course test) will take a minimum of 137 minutes to complete. Participants must complete the participation requirements by December 31, 2020 to be eligible for a certificate.

Module 1: Laws and Rules: Licensing & Scope of Practice, Continuing Education
Total Time: 22 minutes

Quiz: 2 minutes
Objectives: Upon completion of this session, the participant should be able to

  • determine license status, scope of practice and supervision requirements for veterinarians and veterinary support personnel.
  • determine continuing education requirements and discuss penalties for noncompliance.

Module 2: VCPR, Permits. Minimum Standards & Advertising
Total Time: 62 minutes
Video: 58 minutes
Quiz: 4 minutes
Objectives: Upon completion of this session, the participant should be able to

  • practice within a valid veterinarian-client-patient relationship and discuss requirements of medical records and emergency care.
  • determine permit requirements for the veterinary practice as well as inspections and associated fees.
  • discuss the minimum standards of veterinary practice within types of practices including permanent & mobile agricultural, mobile & house-call, limited service, emergency rabies clinics, and complementary & alternative.
  • determine what is permitted and what is restricted when advertising.

Module 3: Impairment, Violations & Penalties
Total Time: 53 minutes
Video: 31 minutes
Quiz: 2 minutes
Objectives: Upon completion of this session, the participant should be able to

  • discuss veterinarian’s consent upon licensing and impairment treatment.
  • discuss penalties associated with violations of Florida laws and regulations.

About the Presenter:
Heather Lindell Tally is a registered pharmacist in Georgia and Florida. She is also a Diplomate of the International College of Veterinary Pharmacists (DICVP), 2002. She earned a Bachelor of Science in Pharmacy (BSPh) in 1993 and a Doctorate of Pharmacy (PharmD) in 1994 from the University of Georgia, College of Pharmacy. She is currently the Assistant Pharmacy Manager at the University of Georgia, Veterinary Teaching Hospital where she has been employed since 1994. She teaches veterinary pharmacy to pharmacy students at the University of Georgia, College of Pharmacy and Mercer University in Atlanta. She teaches pharmacology to veterinary students at the University of Georgia, College of Veterinary Medicine. She is also a staff pharmacist at Northside Forsyth Hospital where she has been employed since 1998. Heather is the current president for the Society of Veterinary Hospital Pharmacists and president-elect for the Atlanta Academy of Institutional Pharmacists. She is a member of the RC Wilson Pharmacy Association, Georgia Society of Health-Systems Pharmacists and Georgia Pharmacist Association. Heather received the Distinguished Alumna Award from the University of Georgia - College of Pharmacy for the 2016-2017 Academic year.
